Sumitomo Chemical Joins Veolia on Japan Plastic Chemical Recycling Project
Sumitomo Chemical Joins Veolia on Japan Plastic Chemical Recycling Project
Veolia Jenets K.K. and Sumitomo Chemical Co., Ltd. have been selected for Japan's Ministry of the Environment FY2026 Model Project for Plastic Resource Circulation, combining mechanical recycling with chemical recycling of plastic containers and packaging. The companies aim to raise the resource utilization rate of collected plastic containers and packaging to approximately 80%, versus roughly 50% under conventional mechanical recycling. Sumitomo Chemical will convert pyrolysis oil from Veolia-sorted plastics into basic chemicals such as ethylene and propylene using a proprietary catalyst under development.
Chemical recycling of mechanical-recycling residues could yield chemical feedstock of virgin-equivalent quality, expanding recycled-content feedstock supply for petrochemical and packaging value chains.

Market context
Ethylene and propylene are among the most widely used petrochemical building blocks, feeding polyethylene, polypropylene, PET-related intermediates, and a broad range of plastics used in packaging, consumer goods, automotive parts, and construction. Demand for these olefins therefore tracks packaging and durable goods consumption, while feedstock costs are closely tied to crude oil and naphtha prices. Mechanical recycling, which remelts and reprocesses plastic waste, is limited in how much material it can handle and often yields lower-grade resin. Chemical recycling uses processes such as pyrolysis to break mixed or contaminated plastics back into oil and gas that can be fed into steam crackers, which may allow recycled content to reach petrochemical value chains without degrading quality. Pyrolysis oil from waste plastics is still a small share of feedstock globally, so volumes, catalyst performance, and cost competitiveness versus virgin naphtha remain the key variables for buyers and producers to watch.
