Chlorine (CAS 7782-50-5) market report: size estimates, producers, capacity, 2026 prices, deals and forecast to 2035 from Market Krystal analysts.
Market overview
Chlorine is a reactive gas, usually handled as a liquid under pressure. It is made by electrolysing salt brine, which also yields caustic soda and hydrogen. Most of it feeds the vinyl chain (EDC, VCM, PVC), isocyanates, epoxy and chlorinated organics, and a smaller merchant share goes to water treatment. Supply follows caustic soda economics and electricity cost, so chlorine output rises and falls with the combined product slate. It does not follow chlorine demand alone.
The question this report answers
How large is the chlorine market, who controls supply, and where will prices and margins move as capacity is rationalised and consolidated through 2035?
Market Krystal preliminary estimate (2025)
Four publishers cluster at USD 38.7-44.1 bn for 2025 (Expert Market Research, Dataintelo, SNS Insider, Straits Research). Others publish USD 8.3 bn (ChemAnalyst) to USD 58.9 bn (Market.us). Scope differences explain the spread. Market Krystal built a bottom-up range from published global capacity of about 58 Mt (Market.us), run at 80-90% of capacity. It values that output at the 2026 price points reported for the US and Germany, USD 345-627 per tonne (Expert Market Research, Procurement Resource). The range is indicative because most chlorine is consumed captively and price quotes cover only the merchant slice. On this basis we use USD 16-33 bn. Confidence grade B: published estimates exist; the volume or price cross-check is partial.
Market dynamics
โ Demand: SNS Insider puts EDC/PVC at about 38% of 2025 demand, with water treatment the fastest-growing use. Olin reports seasonally stronger merchant sales on water treatment and refrigerant demand in Q2 2026.
โ Supply: Main producers are Olin, OxyChem (Berkshire Hathaway), Westlake, INEOS Inovyn, Shintech, Dow and Vynova. Euro Chlor members make chlorine at 61 sites in 19 countries. Olin cites recent industry closures and few new additions globally.
โ Price and margin: Chlorine is priced as part of the ECU, so caustic soda drives the netback. US caustic soda reached USD 372/t in September 2026 (IMARC). Westlake says chlorine fell through H1 2026 and should be roughly flat in H2.
โ Regulation and substitution: Safety, transport and emissions rules weigh on plant siting and rail or ship movements. Membrane-cell technology is the standard for new capacity. For disinfection, UV and ozone can displace some chlorine. Chlorine as a reagent has few substitutes in vinyls and isocyanates.
Key figures at a glance (third-party, cited)
โ Global chlorine market of USD 39.95 bn in 2025, growing at 4.50% a year to USD 62.04 bn by 2035. (Expert Market Research)
โ Chlorine market of USD 44.05 bn in 2025, reaching USD 68.11 bn by 2033 at 5.6% a year. (Straits Research)
โ More than 500 producers run over 650 sites, with annual capacity of 58 Mt of chlorine and 62 Mt of caustic soda. (Market.us)
โ European chlorine production was 629,536 t in December 2025, at 64.4% capacity utilisation. (Euro Chlor)
โ Shintech's planned Plaquemine chlor-alkali unit adds 280,000 t of chlorine and 310,000 t of caustic soda output. (C&EN (American Chemical Society))
โ US chlorine was USD 626.51/t FOB and Germany USD 379.02/t FOB in August 2026. Quotes for China, India and Japan on the same page are far lower and not comparable (Procurement Resource)
Recent developments among key stakeholders
โ Sep 2026: Olin and Huntsman said the US Hart-Scott-Rodino waiting period for their pending merger has expired, which satisfies one key closing condition. Shareholders of both companies approved the deal on 25 August 2026. Closing is expected in the first half of 2027, subject to further regulatory approvals (Huntsman) (Huntsman)
โ Aug 2026: INEOS Inovyn agreed to buy the remaining 50% of Runcorn MCP and the EDC assets at Runcorn from Vynova Runcorn, which entered administration in 2025. The deal is subject to regulatory approvals, with completion expected later this year. The Runcorn site supplies around 98% of the chlorine used in UK drinking water treatment (INEOS) (INEOS)
โ Jul 2026: Olin reported an unplanned shutdown of its Freeport, Texas VCM plant. It cut Q2 2026 adjusted EBITDA by USD 40 mn, with a further USD 20 mn hit expected in Q3. Olin said its chlor alkali and vinyls business gained from higher caustic soda and EDC pricing. (Olin)
โ Mar 2026: Shintech plans to spend USD 3.4 bn to expand chlor-alkali, ethylene and VCM capacity at Plaquemine, Louisiana. The chlor-alkali unit will add 280,000 t of chlorine output. (C&EN (American Chemical Society))
โ Jan 2026: Berkshire Hathaway completed its purchase of OxyChem from Occidental on 2 January 2026. OxyChem operates 21 US plants in ten states, plus sites in Canada and Chile. (Berkshire Hathaway)
โ Dec 2025: Westlake shut a diaphragm chlor-alkali unit at Lake Charles South, along with Aberdeen PVC and Lake Charles North VCM capacity. In 2026 it also bought a VCM/PVC site at Wilhelmshaven, Germany. (Westlake)
What this means for the market
Chlorine supply is consolidating in the hands of fewer, larger chlor-alkali owners. Berkshire now owns OxyChem, INEOS Inovyn is absorbing Runcorn, and Olin and Huntsman are combining. Buyers of merchant chlorine in water treatment and chlorinated organics should expect tighter, more disciplined offers where closures have removed capacity. Vinyl and epoxy producers remain exposed to caustic soda pricing, because it sets the netback that chlorine earns. Plant outages, such as the Freeport VCM shutdown, can move quarterly results at the large producers.
How published estimates compare
Publishers differ widely. Four cluster at USD 38.7-44.1 bn for 2025, while others publish USD 8.3 bn to USD 58.9 bn. Most public pages do not describe their method, so scope (chlorine only, chlorine plus derivatives, or merchant sales) cannot be checked. Market Krystal starts from capacity and operating rate, values output at reported price points, and shows the range with its basis. The range is lower than the publisher cluster because most chlorine is consumed on site.
Strategic scenarios to 2047
โ Base: Demand grows slowly with PVC, water treatment and chlorinated chemistry. Capacity rationalisation in Europe and North America continues, while selective new builds in the US Gulf and Asia add supply. Prices follow the caustic soda balance and power costs, with chlorine itself range-bound and regional.
โ Constrained supply: Further closures, extended outages or high power costs cut operating rates, especially in Europe. Merchant chlorine tightens locally and derivative producers pay more or integrate backwards. Caustic soda moves to a premium as output is curtailed.
โ Technology transition: Energy-efficient membrane cells, hydrogen co-product value and low-carbon power shift cost curves toward regions with cheap electricity. Alternative disinfection and recycling-led PVC slow chlorine growth in some uses. Producers with integrated derivatives and low-cost power gain share.
The swing factor for chlorine is Caustic soda netback and power cost. Signposts: Euro Chlor monthly utilisation, US caustic soda and EDC prices, Olin-Huntsman closing and remedies, Shintech and PCC GulfChem construction progress, European closure announcements, PVC and housing demand.
