Activated carbon market report: size estimates, producers, PFAS-driven demand, trade flows, pricing and forecasts to 2035 from Market Krystal analysts.
Market overview
Activated carbon is a highly porous form of carbon that traps contaminants on its surface. It is made by heating coal, lignite, coconut shell or wood and activating the char with steam or chemicals. Buyers use it to treat drinking water and wastewater, clean air and flue gas, process food and drink, and recover gold. Supply depends on feedstock access (coal, lignite, coconut-shell charcoal), kiln capacity and reactivation networks. Note that CAS 7440-44-0 is the elemental carbon entry. US government supply-chain work lists activated carbon under CAS 64365-11-3, so report scope covers both identifiers.
The question this report answers
How large is the activated carbon market, and which grades, regions and suppliers will capture growth as PFAS and emission rules drive demand to 2035?
Market Krystal preliminary estimate (2025)
Three publishers cluster at USD 5.0-5.6 bn (Expert Market Research, Research Nester, Straits); four sit lower at USD 3.7-4.2 bn (Grand View Research and three others); two publish USD 7.9-8.5 bn. Market Krystal anchors volume on China's output of 987,000 tonnes, which IndexBox puts at 36% of world supply, implying roughly 2.7 million tonnes globally. We apply an indicative blended realised price of USD 1,500-2,000 per tonne, which is Market Krystal's own assumption spanning cheaper coal-based and dearer coconut-shell grades. Publisher estimates are scattered, and public price-reporter series for this product are thin, so the check is partial. On this basis we use USD 4.1-5.5 bn. Confidence grade B: published estimates exist; the volume or price cross-check is partial.
Market dynamics
โ Demand: Water treatment is the largest end use at 42.5% of 2025 revenue (Grand View Research), and PFAS limits for drinking water are the main growth driver.
โ Supply: Main producers are Kuraray (Calgon Carbon), Cabot (Norit), Osaka Gas Chemicals (Jacobi Carbons), Haycarb and Donau Carbon, plus a large Chinese base; China's output of 987,000 tonnes is about 36% of world supply (IndexBox).
โ Price and margin: Prices are grade-specific and indicative: coconut-shell grades carry a premium to coal-based grades, and Mordor Intelligence flags coconut-shell charcoal disruption and coal-price volatility as restraints on growth.
โ Regulation and substitution: EPA's April 2024 rule limits PFOA and PFOS to 4.0 ppt each (EPA); EPA names granular activated carbon, reverse osmosis and ion exchange as achievable technologies (EPA), so reverse osmosis and resins are the main substitutes.

Recent developments among key stakeholders
โ Oct 2026: Kemira reported nine-month 2026 revenue of EUR 2,079.3 million and operative EBITDA of EUR 341.8 million, down 16%. It cited raw material and logistics cost inflation linked to the Middle East conflict. It expects about EUR 100 million of inflation, roughly half offset by price rises. This signals cost pressure for water-treatment buyers (Kemira)
โ Oct 2026: Calgon Carbon completed an expansion at Crosby, Texas, nearly doubling the site's reactivated carbon capacity for Gulf Coast industrial customers. (Calgon Carbon (Kuraray group))
โ Sep 2026: Unitika warned that counterfeit imitations of its UNITIKA activated carbon filters are sold on overseas e-commerce sites and social media. It says they differ in appearance, dimensions and claimed performance, and it cannot guarantee their safety or quality (Unitika)
โ May 2026: EPA proposed giving water systems the option of two extra years, to 2031, to meet the PFOA and PFOS limits, and proposed repealing the limits for four other PFAS. Both remain proposals. (US EPA)
โ Feb 2026: Kuraray said Calgon Carbon will expand reactivated carbon capacity at Columbus, Ohio, dedicated to drinking-water applications and PFAS treatment for US utilities. (Kuraray)
What this means for the market
Municipal water utilities in the US and Europe face rising carbon demand for PFAS treatment, and they need to lock in supply and reactivation contracts early. Producers with reactivation networks, mainly Calgon Carbon, gain an edge because new capacity is aimed at reactivated drinking-water grades. Buyers of coconut-shell grades, such as gold miners and food processors, carry the most feedstock risk. US importers also face a 4.8% duty plus an additional 20% on Chinese product (US EPA), which widens the gap between Chinese and Western prices.
How published estimates compare
Publishers span USD 3.7 bn to USD 8.5 bn for 2025 and growth rates from 4.0% to 9.3%, so the choice of publisher moves the answer more than the market does. Some pages carry internal inconsistencies, such as two different headline years or conflicting regional leaders. Market Krystal instead builds from physical volume (China output share, IndexBox) and an explicit blended price range, so the range can be reproduced and updated as trade data arrive.
Strategic scenarios to 2047
โ Base: Demand grows steadily to 2047 on PFAS treatment, mercury and air-quality rules, and industrial water reuse. Reactivation takes a rising share of drinking-water supply. Chinese exporters keep supplying standard coal grades while Western producers focus on specialty and reactivated grades.
โ Constrained supply: Coconut-shell charcoal shortages, coal cost spikes or logistics disruption tighten supply. Premium grade prices rise, tender lead times lengthen, and buyers shift to coal-based grades where specifications allow.
โ Technology transition: Reverse osmosis, ion exchange resins and new sorbents take part of PFAS treatment, while bio-based and reactivated carbon cut virgin demand. Activated carbon volume holds up but the mix moves toward specialty, regenerated and fibre products.
The swing factor for activated carbon is Pace of PFAS rule enforcement and utility compliance deadlines. Signposts: EPA final decision on 2031 extension, PFAS rule repeal outcomes, coconut-shell charcoal availability, coal and lignite costs, US tariff changes on Chinese carbon, Calgon Carbon Columbus start-up, reactivation capacity additions, reverse osmosis and ion exchange adoption.
