Description
Polyvinyl Chloride (PVC)Market Outlook, 2026-2035 forecast; 2036-2047 scenarios
PVC market size, producers, prices and trade defence to 2035. Market Krystal sizes 2025 at USD 42-52 bn and reconciles the published estimates.
Market overview
PVC is a thermoplastic made by polymerising vinyl chloride monomer. The monomer comes from ethylene and chlorine in most of the world, and from coal-based acetylene in China. It goes mainly into pipes, window profiles, cables, flooring and films. Supply depends on chlor-alkali integration, ethylene or carbide feedstock, and energy cost.
The question this report answers
How large is the PVC market, and how will trade defence, feedstock shocks and Chinese export growth reshape supply, price and sourcing risk to 2035?
Market Krystal preliminary estimate (2025)
Four publishers cluster at USD 46-52 bn for 2025 (Straits, IMARC, Market Data Forecast, Market Growth Reports); three others publish USD 64-78 bn, and two narrower-scope figures sit near USD 9 bn. Market Krystal multiplied published 2025 volume of about 54-57 million tons (Mordor Intelligence, Market Research Future) by an indicative 2025 resin value of USD 750-900 per ton. That value band is Market Krystal's own, set against recent ChemAnalyst and China Customs unit values (USD 706/t FOB Texas in late Aug 2026; USD 651/t China export in Mar 2026). Price evidence is from 2026, so the check is partial. On this basis we use USD 42-52 bn. Confidence grade B: published estimates exist; the volume or price cross-check is partial.
Market dynamics
– Demand: Construction leads use. Pipes and fittings held 49.40% of 2025 volume (Mordor Intelligence), and Asia-Pacific took 59.40% of 2025 consumption (Mordor Intelligence). US housing and infrastructure demand has been sluggish (ChemAnalyst).
– Supply: Main producers are Shin-Etsu (Shintech), Westlake, Formosa Plastics, INEOS Inovyn, OxyChem, Orbia, LG Chem and Xinjiang Zhongtai. The top five hold about 43% of global capacity (Mordor Intelligence). China's capacity is reported above 30 million tons in 2026 (SunSirs).
– Price and margin: ChemAnalyst's index rose 38.5% in the US and 49.0% in Germany in Q2 2026 (ChemAnalyst). Prices then eased: US pipe grade stood at USD 706/t FOB Texas in late August (ChemAnalyst). High power and gas costs squeeze European vinyl margins (ChemAnalyst).
– Regulation and substitution: EU customs registration of PVC from China, Taiwan, South Korea and Mexico began on 27 Oct 2026 (European Commission). Existing EU duties are 58-77% on US and 74.2-100.1% on Egyptian PVC (S&P Global). Brazil's 20% import tariff reverted to 12.6% on 17 Oct 2026 (ChemAnalyst). Polyolefin pipes and phthalate-free plasticisers remain the substitution watch items.
Key figures at a glance (third-party, cited)
– The global market was USD 48.7 bn in 2025 and is forecast to reach USD 66.7 bn by 2034, a 3.45% CAGR (IMARC Group)
– Volume is put at 53.82 million tons in 2025, rising to 67.51 million tons by 2031 at a 3.85% CAGR (Mordor Intelligence)
– PVC imports from the four investigated origins more than doubled to 171.5 kt in 2025, valued at EUR 296 mn against EUR 139 mn a year earlier (European Commission)
– China exported 1.417 million tons of PVC powder in Jan-Mar 2026, up 45.1% year on year (China Customs)
– China's pure PVC exports exceeded 2.8 million tons in H1 2026, up 32%, passing the US as the largest exporter (China Chlor-Alkali Industry Association)
– The Cologne plant has about 165,000 t/yr of PVC capacity and is due to stop in Q1 2027. The acquired Wilhelmshaven site adds 380,000 t/yr (Westlake)
Recent developments among key stakeholders
– Oct 2026: The Commission ordered customs registration of suspension and mass PVC from China, Taiwan, South Korea and Mexico from 27 Oct, for nine months, allowing possible retroactive duties (European Commission)
– Sep 2026: INEOS welcomed the anti-dumping case opened after a 100% rise in imports in twelve months. It has filed, or is filing, 20 major trade defence actions and wants faster provisional and safeguard measures (INEOS)
– Sep 2026: Westlake will close its Cologne PVC plant in Q1 2027, with total pre-tax charges of about USD 205 mn (Westlake)
– Jul 2026: Braskem's Alagoas PVC plant now runs entirely on renewable biomass steam, cutting about 150,000 tons of CO2e a year. A Paulinia electric boiler is due to start in H2 2026 (Braskem)
– Jun 2026: Westlake completed the Wilhelmshaven PVC and VCM acquisition, adding 380,000 t/yr of PVC capacity (Westlake)
– Mar 2026: Shin-Etsu cut domestic PVC output on limited ethylene supply and raised domestic prices by about 20% from 1 April (Shin-Etsu (reported by Argus))
What this means for the market
EU pipe, profile and cable converters face a dearer import channel if duties follow, because registration allows retroactive collection (European Commission). European producers such as INEOS Inovyn, Kem One and Vynova gain protection, but the Cologne closure shows energy cost still bites. Asian and Mexican exporters, and Indian buyers who took about 39.63% of China's 2025 PVC exports (SunSirs), must plan for more trade barriers. Buyers should dual-source across routes and regions.
How published estimates compare
Publishers differ widely on 2025. Four sit at USD 46-52 bn, three at USD 64-78 bn, and two narrower-scope figures near USD 9 bn. Most public pages do not describe their method. Market Krystal starts from published volume of 54-57 million tons (Mordor Intelligence, Market Research Future) and applies an indicative price band, so its USD 42-52 bn range overlaps the lower cluster.
Strategic scenarios to 2047
– Base: Volume grows near the 3.85-4.18% CAGRs published to 2031-2035 (Mordor Intelligence, Market Research Future), led by Asian water and housing demand, then slows toward 2047. European capacity keeps shrinking. Chinese and US Gulf exports fill the gap, and trade defence splits flows by region.
– Constrained supply: Feedstock or shipping shocks like the 2026 Hormuz disruption recur and force outages in naphtha-based Asia. EU duties and closures cut European supply further. Prices spike, and buyers pay a premium for secure ethylene-based or integrated supply.
– Technology transition: Electrified and biomass steam, recycled-content PVC and lead-free stabiliser systems gain share, as Braskem's plant upgrades show. Carbon costs favour low-carbon producers over coal-based carbide output. Phthalate-free plasticisers widen in flexible grades.
The swing factor for PVC is Chinese export policy and carbide-route competitiveness. Signposts: EU provisional duty rates, China export tax and rebate policy, Strait of Hormuz shipping status, European plant closures, US housing starts, India import duties and CVD outcome, Shintech and Formosa US expansions, carbon border costs.
