Description
Chlorinated Polyvinyl Chloride Resin (CPVC, India market)Market Outlook, 2026-2035 forecast; 2036-2047 scenarios
India CPVC resin (CAS 68648-82-8): demand from plumbing and sprinkler pipes, imports and anti-dumping duties, Epigral, DCW, Grasim-Lubrizol capacity, exports.
Market overview
CPVC resin is PVC that has been further chlorinated to raise its heat and pressure resistance, which lets it carry hot water, chemicals and sprinkler water. In India it goes mainly into hot and cold plumbing pipes and fittings, fire-sprinkler lines and industrial piping made by converters such as Astral, Supreme, Ashirvad, Prince and Finolex. India has long imported most of its resin, and new chlor-alkali-integrated plants in Gujarat are now changing that balance.
The question this report answers
As Indian CPVC resin capacity more than doubles by 2027, will the country shift from importer to exporter, and who captures the margin between resin makers, importers and pipe converters?
1. Demand: who uses CPVC resin and where it is growing
Residential and commercial hot and cold plumbing is the largest use, with West India the largest region at about 38% (ChemAnalyst).
Demand by application (share of 2025 consumption, Market Krystal analysis)
– Residential hot and cold plumbing pipes and fittings: 60%
– Commercial and institutional plumbing: 15%
– Fire-sprinkler pipes and fittings: 10%
– Industrial and chemical process piping: 10%
– Solvent cements, sheets and other: 5%
Indian shares are Market Krystal estimates scaled from ChemAnalyst's view that hot-water pipes and fittings hold about 50% and West India about 38%, and from Global Market Insights' global split of 49% plumbing, 26% industrial, 18% fire protection and 7% HVAC.
Demand by region (share of 2025 consumption)
– West India: 38% (ChemAnalyst)
– South India: 27% (Market Krystal estimate)
– North India: 25% (Market Krystal estimate)
– East India: 10% (Market Krystal estimate)
Where demand grows fastest to 2035
– Residential and commercial plumbing: Epigral expects India CPVC demand to grow 10-13% a year and reach about 500 kt by 2030, led by real estate and construction (Epigral)
– Fire-sprinkler systems: Fire protection is about 18% of global CPVC value and grows with high-rise and warehouse codes, a share India's sprinkler segment is moving toward from a lower base (Global Market Insights; Market Krystal estimate)
2. Supply: who makes CPVC resin and how much
Domestic supply comes from Epigral, DCW and the Grasim-Lubrizol Vilayat plant; imports come from Lubrizol, Kaneka, Sekisui, Hanwha and other Asian producers (DGTR; company filings). India's announced CPVC resin capacity is about 175 kt/yr in 2026 (Epigral 75 kt, DCW 50 kt, Grasim-Lubrizol 50 kt) and rises toward 250 kt/yr when Epigral's second 75 kt line starts (Epigral; DCW; Grasim).
Main producers and capacity
– Epigral (formerly Meghmani Finechem) (India): 75 kt/yr at Dahej, expanding to 150 kt/yr (H1 FY27 schedule) (Epigral)
– DCW Limited (India): 50 kt/yr after expansion completed in March 2026 (DCW)
– Grasim Industries with Lubrizol (India): about 50 kt/yr at Vilayat, Gujarat; commercial production from Aug 2026 (Grasim)
– Hanwha Solutions (South Korea): exporter to India under a USD 593/t anti-dumping duty (Ministry of Finance (India))
– Sekisui Specialty Chemicals (Thailand): Thai plant named in India's 2026 anti-circumvention probe (DGTR)
– Kaneka (Japan): global CPVC supplier listed among leading players (Global Market Insights)
– Lubrizol (USA): global CPVC technology holder; import supplier to India and partner in Vilayat plant (Grasim; DGTR)
Production by region (share of 2026 output, Market Krystal analysis)
– India (domestic production): 40%
– Japan: 20%
– Thailand and Malaysia: 20%
– USA: 10%
– Korea, China and others: 10%
Trade and supply-demand balance
India remains a net importer of CPVC (Epigral; DCW), with resin arriving from Japan, Thailand and Malaysia after duties on China and Korea (DGTR); domestic capacity of up to 250 kt/yr by 2027 would move India toward balance and an exportable surplus by the end of the decade (Market Krystal estimate).
3. Value chain: from feedstock to end market
PVC suspension resin + Chlorine + Power and steam → CPVC resin → Residential hot and cold plumbing pipes and fittings, Commercial and institutional plumbing, Fire-sprinkler pipes and fittings
Raw materials
– PVC suspension resin: The base polymer and largest cost item; India also imports much of its PVC (ChemAnalyst; Market Krystal estimate) (Market Krystal estimate)
– Chlorine: Captive chlorine from chlor-alkali gives integrated makers such as Epigral and DCW a cost edge and an outlet for surplus chlorine (Epigral) (Epigral)
– Power and steam: Chlorination and drying are energy-intensive, so captive power matters for cost (DCW) (DCW)
Production route
PVC resin is chlorinated in an aqueous suspension under UV light or heat to lift chlorine content from about 57% to 63-69%, then washed, neutralised and dried; licensed technology from Lubrizol, Kaneka and Sekisui dominates the higher grades.
Downstream
Resin is compounded with stabilisers and modifiers, by resin makers (Epigral has 35 kt/yr of compound capacity) or by Lubrizol's compounding, before pipe and fittings converters such as Astral, Supreme, Ashirvad, Prince and Finolex extrude and mould it (Epigral).
Price, cost and margin
Anti-dumping duties of USD 790 per tonne on Chinese and USD 593 per tonne on Korean resin support domestic price levels (Ministry of Finance). India's anti-dumping duties of USD 790/t on Chinese resin and USD 593/t on Korean resin set a floor under landed prices (Ministry of Finance); margin sits with integrated chlorine-to-CPVC producers and with branded converters, while non-integrated importers earn trading margins.
Where the chain is tightest
Compound qualification with pipe makers and with NSF/BIS and sprinkler listings is the tightest step, as converters only switch from Lubrizol or Kaneka compound after long trials.
Who sits where in the chain
– Resin and compound: Epigral
– Resin: DCW Limited, Grasim Industries
– Technology and compound: Lubrizol
– Imported resin: Kaneka, Sekisui Specialty Chemicals, Hanwha Solutions
– Pipe conversion: Astral, Supreme Industries, Ashirvad, Prince, Finolex
4. Market size: what demand, supply and price add up to
Market Krystal preliminary estimate (2025)
India demand estimates range from about 160 kt in FY2023 (ChemAnalyst) to about 250 kt in 2024 (Epigral), growing 7-13% a year; Global Market Insights sizes global CPVC at USD 2.4 bn in 2025. The range applies an indicative landed resin price of USD 1,500-1,900 per tonne to 2025 India demand of 260-300 kt, derived from Epigral's 250 kt 2024 figure and its 10-13% growth outlook. Volume is cross-checked against announced domestic capacity from Epigral, DCW and Grasim-Lubrizol, while the price level is indicative. On this basis we use USD 400-560 mn. Confidence grade B: published estimates exist; the volume or price cross-check is partial.
How published estimates compare
ChemAnalyst sizes Indian demand at about 160 kt in FY2023 from surveys and import data, while Epigral cites about 250 kt for 2024, a gap that reflects scope and timing. Global Market Insights reports global value led by pipe makers, so it is not a resin-only figure. Market Krystal sets India resin value from demand volume, announced capacity and an indicative landed price.

What this means for the market
Indian pipe converters gain local, duty-free supply and more pricing leverage as domestic capacity overtakes imports. Japanese, Thai and Malaysian exporters face shrinking Indian volumes and possible circumvention duties. Integrated Indian producers will need export channels in the Middle East, Africa and South-East Asia, plus compound qualification with converters, to fill new capacity.
Strategic scenarios to 2047
– Base: Indian capacity reaches about 250 kt/yr by 2027, imports fall sharply by 2030, and India becomes a regional CPVC exporter in the 2030s as domestic demand passes 500 kt.
– Constrained supply: Delays in qualifying domestic compound, or chlorine and PVC shortages, keep India dependent on imports from Japan and Thailand and keep prices high.
– Technology transition: PPR, PEX and multilayer pipes take share in residential plumbing, slowing CPVC growth and leaving new Indian capacity reliant on exports and sprinkler demand.
The swing factor for CPVC resin is Converter qualification of domestic compound. Signposts: Epigral second-line start-up, Grasim-Lubrizol utilisation, DGTR anti-circumvention findings, CPVC import volumes under HS 390490, converter capacity additions, export orders to the Middle East and Africa.
